State of Connecticut, Treasury-Office, [blank] A.D. 178[blank] : The state of Connecticut doth owe unto, and hereby acknowledge the receipt of [blank] lawful money, from [blank] of [blank] which they promise to pay unto the said [blank] or his order, at or before the [blank] day of [blank] one thousand seven hundred and ninety[blank] with the interest at six per cent. per annum, which interest shall be annually paid in gold or silver, in pursuance of, and agreeable to the directions of an Act of the General Assembly, held at Hartford, on the second Thursday of May, 1783. / :
