Commonwealth of Massachusetts, by Benjamin Lincoln, Esquire, commanding general of the troops now in the field, by order of government. : Whereas there are some of the citizens of this commonwealth, who have acted in arms ... against the government of this state ... I declare, that if they will come in, surrender their arms, and take and subscribe the oath of allegiance to this commonwealth, that they will be recommended to a pardon.
